When you address the City <br />Council, you should fill out a speaker eard and submit it to the City Clerk so the order of <br />speakers may be determined and an official record of names and addresses obtained. <br /> <br />A. Matter of HUD Community Development Block Grant (CDBG) Program Consolidated <br />Annual Per[01111anCe Evaluation Report (CAPER) for Fiscal Year 2001-2002. <br /> <br />This being the time and place for the Puhlic Hearing on the ahove matter, Hanson Horn, <br />Community Development Director, gave an overview oUhe 2001 02 CDBG Annual <br />Plan activities. He stated the al1J1Ual report is related to the City's Five-Year <br />Consolidated Plan 2000 -04. Mr. Hom described the major categories o[ activities <br />funded by the CDBG Program, including housing rehabilitation, Capital Improvement <br />Projects, social services and general community development activities. He provided a <br />service area map with locations of the activities for the year. <br /> <br />Council Member Loefner asked for elari fication on the RecLink Program. <br /> <br />The Hearing was then opened to the public. <br /> <br />Pub lie Comments: <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council about providing <br />opportunities [or public comments. <br /> <br />There being no further comments [rom the public, and without opposition, the Public <br />Hearing was closed, <br /> <br />The City Council discussed the matter under consideration. <br /> <br />Mayor Young requested clarification on Area 4335 as identified on the program activity <br />map. <br /> <br />Council Member Loef11er commented on the number of homeless people ancl made a <br />connection between those who are and are not receiving services. He asked that the <br />community look f(w solutions. <br /> <br />Mr. Hom commented on the amount of funds and the variety of services in the region <br />and advised that homeless services are currently provided by nonprofit agencies <br />throughout the County. <br /> <br />Council Member Santos commented on the numbers of homeless in the community and <br />the need for outreach. <br /> <br />The following Resolution was then introduced: <br />
