City Attorney Liane Randolph reported the City did submit comments on the draft ETR and advised EBMUD is required to respond to the comments prior to publishing the final EIR. The City Council recessed fmm 8:30 p.m. to 8:45 p.m. 6. CITY COUNCIL REPORTS A. Reports on Intergovemmental Agencies 1. Council Member Nardine reported on the Alameda County Mosquito Abatement District. She said there will be a report forthcoming regarding the West Nile vims. She suggested the issue be discussed on the Mayor's televised program for outreach to the community. 2. COLlncil Member Santos reported on the water transit issue and increased bridge tolls. He noted the next meeting is October 23. He reported that San Leandro is no longer being considered as a site. Mayor Young suggested the funding issue be discLlssed at a future meeting. B. Reports on City Council Committees 1. Facilities Committee Meeting of September 5, 2002. Accepted as submitted. (2756) 2. Human Relations Committee Meeting of September 4, 2002. submitted. Accepted as (2756) Recommendation for City Council Consideration: a. A proclamation for the September 16, 2002, City Council Meeting proclaiming the week of September 22-28, 2002, as "Racial Equality W cek" in San Leandro. Minute Order No. 53, Motion to proclaim thc week of September 22-28, 2002, as "Racial Equality Week" in San Leandro. The City Council considered and approved the recommendation of the Human Relations Committee to issue a pmclamation at the September 16, 2002, City Council Meeting proclaiming the week of September 22-28, 2002, as "Racial Equality Week" in San Leandro.
