<br />MINUTES <br />Cit)! of San Lc,~ndro City C;:ounciI Mc~ting-Novcmbcr 4, 2002 <br /> <br />Page 11 <br /> <br />Francois Gallo, N.A.A.C.L., addressed the City Council regarding the City Attorney's <br />memorandum to Council Members, opining it obstructs the lawful interchange between the <br />citizens and their Council members. <br /> <br />Linnard Lane, Empire Realty Group, addressed the City Council to apologize for any <br />offense taken, and to clarify concerns and clear up misconceptions, regarding his company <br />and his earlier comments. <br /> <br />5. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jennanis responded to Mr. Saunders' comments, and described the efforts <br />undertaken as part ofthe enforcement ofthe Community Standards Ordinance. <br /> <br />With regard to the comments on the City Attorney's memorandum to the Council, City <br />Manager Jennanis stated he interpreted the memo as the City Attorney's recognition of the <br />Council's unique position in the situation, and noted there may have been some <br />misunderstanding ofthe City Attorney's intent. <br /> <br />City Attorney Randolph added Council Members have the obligation to ensure they follow all <br />rules of due process in certain types of proceedings and recognize the situations in which <br />those rules apply. <br /> <br />With regard to the issue of garbage cans, City Attorney Randolph pointed out there is a <br />section in the Community Preservation Ordinance covering the proper location of trash cans, <br />and the section is not proposed for modi fication. <br /> <br />Council Members commented on the Community Standards Ordinance and its provisions. <br /> <br />6. CITY COUNCIL REPORTS <br /> <br />A. Reports on intergovernmental Agencies <br /> <br />None. <br /> <br />8, Reports on City Council Conunittees <br /> <br />1. Finance Committee Meeting of October 22,2002. Acceptcd as Submitted. <br /> <br />Recommendation for City Council consideration: <br />a, Schedule consideration at the November 18, 2002 meeting of an agreement with <br />East Bay Municipal Utility District for billing the City's commercial sewer <br />accounts commencing July 1, 2003. <br />
