Matter of PLN200 1-00004~ Rezone from CC Community Commercial District to <br />RM-2500 (PO) Residential, Multi-Family, Planned Development Overlay District; <br />Planned Dcvelopmenl~ and Vestin2 Tentative MaJ}, Tract 7293; to Construct a <br />Six-Unit, Three-Story Residential Townhouse Project; Mitigated Negative <br />Declaration and Mitigation Monitoring Program; 1895 Washington Avenue, <br />Northwest Corner of Washington Avenue and Castro Street; Assessor's Parcel <br />Numbers 75-8-4-4 and 4-5; Westco COllununity Builders, Applicant~ D. & S. <br />Nakaya, Property Owners. <br /> <br />This being the time and place f(Jr the Public Hearing on the above matter, Elmer <br />Penaranda, Planner I, gave the stall'repot1 and rccommcnded that the Council be <br />supportive of the Planning Commission recommcndation of approval <br /> <br />JetTY Finch, Wl'seo Community Builders, addressed the City Council and urged <br />their approval of the proposed development <br /> <br />The Hearing was then opened to the public <br /> <br />Lou Filipovich, 15376 Lavernt Drive, addressed the City Council exprcsslllg <br />concerns that Planning Commission information was lett out. He additionally <br />exprcssed concerns regarding zoning and rezoning of commercial propel1ies. <br /> <br />There being no further cornmcnts !i-om the public, and without opposition, the <br />Public Hearing was closed <br /> <br />Council discussion ensued regarding need for higher density housing, park-in-lieu <br />fees not really meeting the needs of park space; and it was c1arit1cd that this project <br />is not in a redevelopment area and is not restricted as to aiTordable housing <br />
