<br />Minutes - City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting - Septembel- 17, 2(0) <br /> <br />Paue 4 <br />:::0 <br /> <br />There being no further comments from the public, the Public Hearing was closed_ <br /> <br />MJS/C N ardine and Santos Ayes: 7; Noes 0 <br /> <br />City Council discussion ensLled regarding noise and aroma conccrns (relating to <br />the Kran roods plant) for the prospective homeowners, safety of children crossing <br />the railroad tracks on the way to school, the need for crossing guards at railroad <br />tracks and at busy intersections, as well as disappointment that park-in-lieu fees <br />cannot be designated for specific parks <br /> <br />It was also mentioned that the Kraft Foods facility has been and is a good neighbor <br />to the surrounding neighborhood <br /> <br />Council Member Grant coml11ented on her concerns regarding the noise, smells <br />and tramc ingress, stressing she is uncomfc)rtable with the open~ended mitigations <br />regarding noise She indicated that she struggles with this being a good location <br />for homes, <br /> <br />Council Member Santos shared the concerns expressed regarding the proposed <br />noise mitigations and stressed there is a need to be more attentive to the <br />environmental impact report checklist <br /> <br />The f(.)lIowing Motions, Ordinance, and Resolution were then introduced <br /> <br />Minute Onler No. 2001-75, Motion Adopting a Mitigated Negative <br />Declaration Cor PLN2000-00049, 50, and 51 as Complete and in Compliance <br />with CEQA Requirements on an Approximately 257-Acre Site Located on <br />Halcyon Drive, East of Kraft Foods; Assessor's Parcel Number 77('-1240-3-3, <br />3-5, alld 4-0 (1099/1 0(9) <br /> <br />The City Council adopted :1 Mitigated Negative Declanltiou fOI- <br />PLN2000-00049, 50, ami 51 as complete and in compliam'e with CI<:QA <br />requirements on an approximately 2.57-acre site located on Halcyon <br />Drive, cast of Kraft Foods; Ass('ssol"s Pan~e1 Number 77C-1240-3-3, 3-5, <br />and 4-0, <br /> <br />MISIC Nardine aull Gnlllt.
