PRESENTA TIONSfRECOGNITIONS <br /> <br />A. Recognition of the Employee of the Month - For the Month of December 2001, <br />Michele Smith, Kiosk Receptionist, Community Development Department. <br /> <br />B. Jim Carpenter presented a plaque to Mayor Young memorializing the recently <br />dedicated memorial of the USS Grampus and USS Argonaut, boats lost in battle <br />during World War II. <br /> <br />C. Mayor Young recognized DCARA (Deaf Counseling, Advocacy & Referral <br />Agency) for its 20 years in San Leandro on December 8, 200 I. <br /> <br />D. Mayor Young announced the presentation of a check from the Mayor's <br />Community Fund to the San Leandro Boys' and Girls' Club. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of Discussion Regarding Authorization by the City Council to Prepare the <br />East 14th Street South Area Development Strategy and Adoption of an Interim <br />Ordinance Requiring Discretionary Review of Certain Development Proposals <br />Within the East 14th Street South Area (combined allocation of CDBG and <br />Redevelopment Agency funds for a Development Strategy and to define the type <br />and amount of new development proposals along the East 14th Street South Area <br />and a resolution endorsing the submittal of a MTC grant application for $50,000). <br />
