<br />EXHIBIT A <br /> <br />SCOPE OF SRRVICES <br /> <br />The Hesperian/Lewclling Boulevard project was approved as a Measure B 2000 Capital project <br />(ACTIA 17) and is funded with Measure B funds. The project involves inlProving the <br />intersection of Hesperian Boulevard and Lewelling Boulevard. The County's project (ACTIA <br />13), which widens Lewelling Boulevard/East Lewelling Boulevard from Hesperian Boulevard to <br />Meekland A venue from two lanes to four lanes, will be considered in the analysis of the <br />i ntersecti on. <br /> <br />The project will conduct an evaluation of the intersection to detcmline its optimal configuration. <br />The tasks needed to develop the traffic assessment report by the consultant are outlined below <br /> <br />Task 1 - Data Assembly, Organization, and Collection <br /> <br />A. Assemble and organize all relevant data that is readily available: <br /> <br />);> Traffic data from the City, County, and Caltrans, such as recent traffic counts, collision <br />infoD11ation, traffic si1:,'11al timing and coordination documentation <br /> <br />);> Other reccnt traffic reports in the area <br /> <br />);> Data that the consultant's team may already have, such as engineering data - existing <br />topography, underground utility locations, etc. <br /> <br />B. Convene a kickoff meeting with City and County sta[fto review available data and <br />detennine precisely what new traffic data the consultant need. <br /> <br />C Arrange for new traffic counts (including vehicles classifications and pedestrian and bicycle <br />counts) to be conducted where needed. <br /> <br />D. Conduct saturation flow measurements at critical locations in the project area. <br /> <br />E. Visit the project area during various times of the day on several occasions to assist in <br />defining the existing traffic conditions, including lane utilization patterns, parking, driveway <br />usage. <br /> <br />F. Obtain traffic forecasts for the area. <br /> <br />Option I: Utilize recently published traffic reports that include forecasts. <br /> <br />Option 2: Obtain permission from ACCMA to extract future intersection aneVor link volumes <br />for the study area from recent runs ofthcir Countywide Model, and make whatever <br />adjustments the consultant deem appropriate to arrive at reasonable analysis <br />volumes. <br /> <br />Hesperian Boulevard/Lewelling Intersection Traffic Assessment <br /> <br />November 13, 200G <br />Page 15 of21 <br />
