Community-wide, the City <br />emitted approximately 570,000 tons of eeOl. Municipal operations, which emitted <br />approximately 7,373 tons, were responsible for 1.3% of the overall eCOl production. The <br />baseline will provide a starting point from whieh the City can measure its progress in reducing <br />greenhouse gas emissions. Staff recommends the City complete Milestone 2 of the project by <br />adopting the Resolution to establish an emissions reduction goal of 25% of 2005 levels by 2020. <br />Achieving tbis target would represent a significant contribution toward assisting the State to <br />mect its stated target of achievIng] 990 emissions levels by 2020. <br /> <br />BACKGROUND <br /> <br />In June 2006, the City adopted a Resolution to partIcIpate in the Alameda County Climate <br />Protection Project, a county-wide effort which includes the cities of Alameda, Albany, Berkeley, <br />Erneryville, I-Iayward, Newark, Oakland, Piedmont, Pleasanton, San Leandro, Union City and <br />the County of Alameda. The goal of the project is for cities to leverage the tools they have <br />available to thcm, such as effective land use and transportation planning, wise waste <br />management, and the efficient use of energy to reduce the emissions that cause global wanning. <br />Although the issue of global wamling is much larger than the City of San Leandro, cities provide <br />important leadership and can have a positive impact through cumulative local actions. <br /> <br />The Alameda County Climate Protection Project builds upon ICLEI's (International Council for <br />Local Environmental Initiatives) Cities for Climate Protection Campaign 5-Mj]estone <br />
