CITY OF SAN LEANDRO
STAFF REPORT
DATE: February 20, 2007
TO: John Jermanis, City Manager
FROM: Uchenna Udemezue, Director'
Engineering and Transportatio ,Department
BY: Kenneth Joseph, City Engineer t !
SUBJECT PROJECT/PROJECT DESCRIV
APPROVED AND
FORWARDED
TO CITY COUNCIL
Jo Jermanis
C* anager
RESOLUTION ADOPTING A NEGATIVE DECLARATION FOR THE SAN LEANDRO
MARINA BOAT LAUNCHING FACILITY, PROJECT NO. 150-38-246, AS COMPLETE
AND IN COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
(CEQA)
SUMMARY AND RECOMMENDATION
The Notice of Intent was published on October 23, 2006 with a thirty day period for public
review and comment concluding on November 22, 2006. No comments were received during
this period.
Staff recommends that the City Council adopt a Negative Declaration for the construction of a
new boat launching facility at the San Leandro Marina.
BACKGROUND
As part of the possible redevelopment of the former "boatworks" site at the Marina, it is
necessary to relocate the existing boat launch ramp located on that site. The proposed new boat
launch ramp will be located on Mulford Point Drive, adjacent to the Marina office near Mulford
Point. When the new boat launch ramp is completed and operational, the existing launch ramp
will be closed.
Analysis
The Department of Boating and Waterways (DBW) awarded a grant to the City of San Leandro
for construction of a new launch ramp, boarding floats, vehicle/trailer parking, and other boating
related items. Facilities constructed with DBW funds are required to meet or exceed DBW
design criteria, be economically feasible, and remain open to all boaters at reasonable prices. In
return for this funding, the City is responsible for operating and maintaining the project for a
minimum of twenty (20) years at no additional cost to the State.
