<br />DRAFT MINUTES Page 14 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 5, 2007 <br /> <br />Mayor Grant pointed out that if the Council becomes deadlocked and cannot come to a <br />decision, the matter would go to a special election. <br /> <br />There was consensus of the Council to refer the election items proposed by Councilmember <br />Stephens to the Rules and Communications Committee. <br /> <br />Mayor Santos commented that he would adjourn tonight's meeting in memory of Johnny <br />Gonsalves, a former lightweight boxer and former owner of the Marina Lounge; Sharon <br />Mathison, who retired after over 30 years as a City of San Leandro employee; Theodore <br />Roosevelt Scates, Jr., husband of Port of Oakland Commissioner Pat Scates; and Dr. Luiz <br />Julio Madeira, a longtime member of many Portuguese organizations. <br /> <br />13.
