Ordinance No. 2007-004, an Ordinance Amending Title 3, Chapter 3-1 of the San <br />Leandro Municipal Code Relating to Unlawful Property Nuisance-Private Property <br />(prohibits parking of vehicles, with the exemption of recreational vehicles, on <br />residential property which exceed 20 feet in length and 7 feet in width, or 10,000 <br />pounds or more in gross vehicle weight). Resolution No. 2007-009, Resolution Establishing a City of San Leandro <br />Greenhouse Gas Emissions Goal to Reduce Emissions 25% Below 2005 Levels <br />by 2020 (implements the second step of the Alameda County Climate Protection <br />Project). (3089) <br /> <br />City Manager J ermanis gave background on the item. Assistant to the City <br />Manager Cynthia Battenberg gave a short PowerPoint presentation on the <br />Alameda County Climate Protection Project and its five Milestones. Ms. <br />Battenberg reported that Milestone 1, the community-wide and municipal <br />operations baseline greenhouse emissions inventory, has been completed, and the <br />resolution proposed for adoption would complete Milestone 2 by establishing a <br />greenhouse gas emissions reduction goal of25% of2005 levels by 2020. <br /> <br />Councilmember Starosciak expressed support for the resolution and commented <br />that it should be made clearer in the resolution that the 25% greenhouse gas <br />emissions reduction goal is a community-wide goal. <br /> <br />Councilmember Gregory moved the adoption of the resolution, and Vice Mayor <br />Grant seconded the motion. <br /> <br />Councilmember Stephens commented that he is gratified to see that we are trying <br />to develop ways to produce clean energy. He noted that in three years, China and <br />India will surpass the U.S. to become the largest producers of greenhouse gases in <br />the world. <br /> <br />Councilmember Starosciak suggested a friendly amendment to revise the <br />resolution wording to adopt a "Citywide greenhouse gas emissions goal" to reduce <br />emissions 25% below 2005 levels by 2020. The amendment was accepted by the <br />maker and seconder of the motion. <br />
