<br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2007-009 <br /> <br />(3089) <br /> <br />RESOLUTION ESTABLISHING A CITY OF SAN LEANDRO <br />GREENHOUSE GAS EMISSIONS GOAL TO REDUCE <br />CITYWIDE EMISSIONS 25% BELOW 2005 LEVELS BY 2020 <br /> <br />WHEREAS, studies suggest that a global greenhouse gas emissions reduction of anywhere <br />from 60-80% is needed to avert an ecological crisis. <br /> <br />WHEREAS, on February 16, 2005, the Kyoto Protocol, an international agreement to <br />address climate disruption, came into force. As of December 2006, a total of 169 countries and <br />other governmental entities, representing over 61 % of emissions from developed countries, have <br />ratified the agreement. The Agreement requires the countries to reduce greenhouse gas emissions <br />5.2%, on average, below 1990 levels by 2012. The objective is the stabilization of greenhouse gas <br />concentrations in the atmosphere at a level that would prevent dangerous anthropogenic <br />interference with the climate system; and <br /> <br />WHEREAS, the United States of America, with less than five percent of the world's <br />population, is responsible for producing approximately 25% of the world's global warming <br />pollutants, yet is not a party to the Kyoto Protocol; and <br /> <br />WHEREAS, the Kyoto Protocol emission reduction target for the U.S., had it ratified the <br />treaty, would have been 7% below 1990 levels by 2012; and <br /> <br />WHEREAS, Mayors from around the nation, including the former Mayor of San Leandro, <br />have signed the U.S. Mayors Climate Protection Agreement which urges federal and state <br />governments to enact policies and programs to meet the Kyoto Protocol target of a 7% reduction in <br />emissions below 1990 levels and commits their local agencies to striving to take actions to meet <br />the Kyoto Protocol targets; and <br /> <br />WHEREAS, in July 2006, the City of San Leandro adopted Resolution 2006-076 <br />Authorizing Participation in the Alameda County Climate Protection Project and Membership in <br />ICLEI Local Governments for Sustainability; and <br /> <br />WHEREAS, in September 2006, the State of California adopted the Global Warming Act <br />of 2006 which creates a statewide greenhouse gas emission limit that would reduce emissions to <br />1990 levels by 2002; and <br /> <br />WHEREAS, the City of San Leandro, with assistance from ICLEI and Stopwaste.org, <br />completed a 2005 baseline Community-wide and Municipal Operations emissions inventory; and <br /> <br />WHEREAS, the second step of the Alameda County Climate Protection Project is adoption <br />of an emissions reduction target; and <br />
