<br />past ten years at least, no one has been willing to assume the risk of investing in the <br />preparation of the necessary environmental report which is estimated to cost nearly <br />$40,000. The uncertainty surrounding the potential contamination has been a <br />constraint to seeing this blighted site improved. Staff is proposing that the Agency <br />fund the study with the hope that the property could be redeveloped by the private <br />sector. <br /> <br />. Grant for Lawrence Berkeley National Laboratory. Luke Sims also updated the <br />Committee that with the assistance through a multi-city effort facilitated by Bruce <br />Kern and the East Bay Economic Development Alliance (East Bay EDA), the <br />University of California at Berkeley, the Lawrence Berkeley National Laboratory and <br />the University of Illinois were awarded a $500 million biofuels research grant from <br />BP America (British Petroleum). Universities all over the world competed for this <br />grant which will is hoped will lead to new energy technologies. It is argued that <br />much like the history of the computer industry which formed around Stanford <br />University, a new energy economy may arise in the East Bay which may lead to the <br />attraction of industry to cities clustered around the University, such as San Leandro. <br /> <br />6.
