<br />Stephens raised the concern of an inflationary effect where unskilled workers could receive pay <br />equal to that of a higher skilled employee, due to the application of the living wage. <br />Consequently, other employees' pays will get bumped up. Caire responded that the City has to <br />be cautious in avoiding such a bump-up effect. <br /> <br />In response to Grant's question, Brockman stated that the rates for prevailing wage are set up by <br />the State and by locality. Living wages are different in all local cities because they were set up at <br />different times and created differently. <br /> <br />The issue of how to monitor the enforcement was also discussed. Starosciak pointed out that <br />only Oakland appeared to actively pursue the employers. Other cities will investigate but only if <br />complaints have been filed. Grant expressed concern that self-monitoring/policing might not <br />work. Jermanis mentioned that the City could require companies to sign a living wage <br />acceptance on contract or before a purchase order is established. If the City receives a <br />complaint, the City would then investigate. <br /> <br />Grant commented that the Committee would like more information on the impact of the Living <br />Wage Ordinance. The Committee directed staff to bring back information on the effect a living <br />wage Ordinance would have on contractors (LINKS), community-based organizations, and <br />marina/shoreline businesses. <br /> <br />3.
