<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 5,2007 <br /> <br />City Clerk Marian Handa distributed a list of names to the members of the Council with <br />instructions to check the box next to the names of four applicants they wished to <br />interview. Ms. Handa collected the lists and marked the Council's choices on a <br />spreadsheet displayed on the projection screen. Two individuals tied for fifth place, and <br />the Council by consensus agreed to interview six applicants rather than five. <br /> <br />The City Council chose the following six applicants to be interviewed: <br />· Adan Alonzo <br />· Estelle Clemons <br />· Esther Collier <br />· Ray Davis <br />· Carmen Fewless <br />· Jim ProIa <br /> <br />These individuals will participate in interviews to be held at a special City Council <br />meeting on February 13,2007 at 6:00 p.m. <br /> <br />The City Council recessed from 8:23 p.m. to 8:32 p.m. <br /> <br />B. Matter of Discussion Regarding the Draft Strategy Plan Concepts: Station Access <br />Improvement Plan and Design Guidelines Report Related to the Downtown Transit <br />Oriented Development (TOD) Strategy (provides updates to City Council and seeks <br />comments from City Council to the Downtown TOD Strategy Citizen Advisory <br />Committee and consultants). (3076) <br /> <br />Planner III Kathleen Livermore provided an update to the City Council on the draft <br />strategy plan concepts for the TOD Strategy, addressing the special policy areas, open <br />space strategy, circulation framework, parking strategies, pedestrian connections, <br />bicycle circulation, street modifications and the project schedule. <br /> <br />Mayor Santos asked if restricted parking in the downtown area has been considered. <br />Community Development Director Hanson Horn commented that parking has been a <br />central point of discussion throughout the TOD strategy, and the Committee is <br />considering significant reductions in parking requirements for the area around BART <br />and the downtown. <br /> <br />Councilmember Stephens commented that he supports the increased density proposed <br />by the TOD; however, people will continue to rely on automobiles until better transit <br />options are developed and become more widely available. <br /> <br />Councilmember Gregory commented favorably on the progress that has been made so <br />far on the TOD Strategy and gave kudos to the CAC and City staff. <br /> <br />C. Ordinance No. 2007-003, an Ordinance Amending Title 6, Chapter 6-1 of the San <br />Leandro Municipal Code Relating to Non-Motorized Vehicles and Parking of <br />Commercial Vehicles (prohibits parking of non-motorized and commercial vehicles <br />over a certain size in residential districts).
