<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 20, 2007 <br /> <br />resource in the Eastshore neighborhood and in the area of solid waste, noting his years of <br />experience at the Davis Street Transfer Station and in the solid waste industry. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on the <br />order of speakers and the preparation of City Council meeting minutes. Mr. Filipovich <br />quoted from several documents on the subject oflocal elections. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council regarding the rate increase <br />by Alameda County Industries (ACn and the need to reduce greenhouse gas emissions. <br /> <br />Wafaa Aborashed, San Leandro resident, addressed the City Council, congratulating Jim <br />ProIa on his appointment to the City Council and offering her assistance in addressing the <br />issues in District 6. Ms. Aborashed commented on the District 6 appointment process and the <br />selection of board and commission members and the need to choose representatives who <br />know the issues facing the community. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis added his congratulations to new District 6 City Councilmember Jim <br />ProIa. Regarding the comments made by Mr. Percival, Mr. Jermanis pointed out that the City <br />currently has a view preservation ordinance and will look into the issues of fences and <br />vegetation which block views, particularly in the hills. <br /> <br />Mr. J ermanis reported that the Council has adopted a goal to reduce greenhouse gas emissions <br />by 25% and will seek to address both the short and long term issues related to this goal. He <br />noted that the City's agreement with ACr allows for an annual cpr increase, and ACr has <br />tried to add value to its service with each rate increase. Mr. J ermanis pointed out that ACr has <br />taken steps to reduce emissions through the retrofitting of its diesel trucks. <br /> <br />Mr. Jermanis indicated that he and City Attorney Jayne Williams have met with Mr. <br />Filipovich on several occasions regarding his concerns and have responded to him many <br />times both verbally and in writing. Mr. J ermanis noted that the letters to which Mr. <br />Filipovich refers confirm that the City of San Leandro is conducting its elections in <br />compliance with its Charter and the laws of the State of California. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br />
