<br />DRAFT MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 5, 2007 <br /> <br />Tina Kuang and Cera Wong, members of the Youth Advisory Commission, provided a report <br />to the City Council on the upcoming Youth Summit on Monday, March 12, 2007, at the <br />Marina Community Center. The theme of the Summit is World Awareness, with discussions <br />on the subjects of politics, the environment and war awareness. Vice Mayor Grant informed <br />the Y AC members that several members of the Council would be attending the National <br />League of Cities Conference in Washington, D.C. and would be unable to attend the Youth <br />Summit. Councilmember Starosciak stated that she would attend the Youth Summit. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fIll out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of U.S. Department of Housing and Urban Development (RUD) FY 2007- <br />2008 Annual Action Plan [reviews the Annual Action Plan, which represents the third <br />year of the Five- Year Consolidated Plan, and implements the strategies from the Five- <br />Year Plan through the use of Community Development Block Grant (CDBG) and <br />Home Investment Partnership (HOME) funds from RUD]. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis provided background on the matter and introduced HousinglCDBG Manager <br />Tom Liao. Mr. Liao gave a PowerPoint presentation which provided information on the <br />Annual Action Plan, the activities funded through the CDBG and HOME Programs, and <br />the required public input and public hearing process prior to approval ofthe final plan. <br /> <br />Staff responded to questions from the Council. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on <br />the level of public participation on the Annual Action Plan. Mr. Filipovich expressed <br />concern regarding the Council's adherence to Roberts Rules of Order and the Brown <br />Act. He expressed opposition to having CDBG funds transferred into the City's General <br />Fund. <br /> <br />Mayor Santos indicated that the City Council is very open to participation by all citizens <br />in all aspects of City government. He asked the City Attorney and City Manager to <br />comment on statements made by Mr. Filipovich. City Attorney Jayne Williams <br />commented on the City Council's compliance with Roberts Rules of Order, the Ralph <br />M. Brown Act and the Council's own rules of procedure. City Manager Jermanis <br />commented on the federal limits imposed on the use of CDBG funding, necessitating <br />the shift of the Recreation Link program from CDBG funds to General Funds. He noted <br />that no CDBG funds are going into the General Fund; rather, General Funds are being <br />made available to fill gaps in CDBG funding. <br />
