CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS

City Manager J ermanis reported that the City Council has not made any determination on the
fate of the San Leandro Marina, and members of the Council will request federal assistance
for dredging while in Washington, D.C. later this month. Mayor Santos has requested that the
Marina Committee be made a standing committee, and Mayor Santos and Councilmembers
Starosciak and ProIa will serve on the committee. Mr. J ermanis indicated that the Committee
would be meeting soon to hear the financial impacts of dredging and boating activity at the
Marina, and there will opportunity for the public to participate in the discussions.

Regarding Faith Fellowship Church, Mr. Jermanis commented that the City helped the
Church with its present location on Manor Boulevard. He indicated that he met with Pastor
Mortara and Mr. Bullok and explained to them that the Catalina property was not zoned for
assembly use. Mr. Jermanis noted that staff, the Planning Commission and Board of Zoning
Adjustments are reviewing the application, and a recommendation will be coming to the City
Council soon regarding the overlay district that would allow additional properties to be
designated for assembly use. He commented that the City has tried to be responsive to the
many letters, emails and personal visits in support ofthe Faith Fellowship application.

Regarding Mr. Perez's comments, Mr. Jermanis commented that the demolition of his
neighbor's garage would require a demolition permit, and a building permit would be
required to reconstruct it. He indicated that the City's Building Regulations Division would
look into the matter.

Mr. Jermanis commented on the positive relationship between the City and San Leandro
Unified School District. Mr. Jermanis noted that he and all members of the Council
supported the School Board's school bond measure, Measure B. He stated that the letters
from members of the Council regarding the use of the Measure B funds do not indicate a lack
of support for the School District or the School Board. Mr. Jermanis commented that the
Council and School Board meet on a regular basis and will have an opportunity to discuss
how the funds will be spent and how the spending will be monitored. He indicated that City
staff will also participate in reviewing the various Measure B programs and will report to the
Council.

7.
