REDEVELOPMENT AGENCY OF
THE CITY OF SAN LEANDRO

STAFF REPORT

APPROVED AND
FORWARDED
TO REDEVELOPMENT
AGENCY

DATE:

March 19,2007

TO:

John Jermanis, Executive Director
Redevelopment Agency

FROM:

Luke Sims, Business Development Managerb
Office of Business Development

Ryan Evans, Development Planner .~
Office of Business Development

BY:

SUBJECT PROJECT/PROJECT DESCRIPTION:

MATTER OF A REIMBURSEMENT AGREEMENT BETWEEN THE JOHN BENJAMIN
COMP ANY AND THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO
FOR THE COST OF ENVIRONMENTAL CONSULTING SERVICES FOR PROPERTY IN
THE WEST SAN LEANDROIMAC ARTHUR BOULEVARD REDEVELOPMENT PROJECT
AREA (COMMONLY KNOWN AS 326 - 340 MAC ARTHUR BOULEVARD, APN
NUMBERS: 076031601401 AND 076 0316 012 01).

SUMMARY AND RECOMMENDATION

The John Benjamin Company, the potential purchasers and developers of property located at
326-340 MacArthur Boulevard, have requested reimbursable funding in an amount not to exceed
$40,000 to assist in environmental testing on the property. Staff recommends approval of the
attached resolution that authorizes the agreement for the funding.

BACKGROUND

Analvsis
The properties located at 326-340 MacArthur Boulevard encompass approximately 27,000
square feet ofland along MacArthur Boulevard. The cross street is Westbay Avenue. Currently,
a hair salon and a single family home occupy a portion of the site, along with approximately
19,500 square feet of vacant land on the comer of MacArthur and Westbay. During the last 50
years, the properties located at 326-340 MacArthur Boulevard have been used for a number of
purposes, including a gas station from the 1950's until the late 1970's, a drycleaner during the
1980's, and other short-lived commerciaVretail uses for approximately the last 20 years.
Because of these many uses, specifically the gas station and drycleaners, there has been
speculation that the site may be contaminated in some way. However, at this point, no
appropriate environmental studies andlor assessments have been completed to ultimately prove
or disprove the existence andlor extent of the contamination, if any.
