<br />Port ROE Agreement Pedestrian Bicycle Bridge <br /> <br />2 <br /> <br />March 19, 2007 <br /> <br />complete the construction necessary on the Port property on its behalf. The City will complete <br />the construction and then turn the completed trail segment over to the Port. The Port will <br />subsequently maintain all improvements on its property and the City will maintain all <br />improvements on City property. Completion of this agreement will facilitate the finishing stages <br />of the environmental documents and acquisition of grant funding of the project. <br /> <br />Current City Council Policy <br /> <br />Not Applicable <br /> <br />Previous City Council Action(s) <br /> <br />. On June 17, 2002 by Resolution No. 2002-89, the City Council approved the prioritized list <br />of bicycle and pedestrian projects for Measure B funds <br />. On November 3, 2003 by Resolution No. 2003-222, the City Council authorized the City <br />Manager to apply for an ACTIA Measure B Bicycle and Pedestrian Countywide <br />Discretionary Grant for the Bay Trail Slough Bridge in the amount of$600,000 <br />. On February 2, 2004 by Resolution No. 2004-021, the City Council authorized the City <br />Manager to enter into a Grant Agreement with the Association of Bay Area Governments for <br />the Bay Trail Bridge Project, and appropriation of Measure B Bicycle and Pedestrian Funds <br />in the amount of $250,000 <br /> <br />City Council Committee Review and Action <br /> <br />Not Applicable <br /> <br />Applicable General Plan Policy <br /> <br />. Goal 14 Bicycle and Pedestrian Circulation: Promote and accommodate alternative, <br />environmentally-friendly methods of transportation, such as walking and bicycling <br />. Policy 14.01--Citywide Bikeway System: Develop and maintain a citywide bikeway system <br />that effectively serves residential areas, employment centers, schools, parks, and multi-modal <br />terminals <br />. Action 14.01B--Capital Improvement Scheduling: Maintain a schedule of capital <br />improvement priorities in the City's Bikeway Plan, and update this schedule as projects are <br />completed and additional funds become available. Capital projects should be developed in <br />accordance with the design standards and priorities identified in the Plan <br />. Policy 14.02--Funding: Aggressively pursue state and federal funding for bicycle and <br />pedestrian improvements, while also including funding for bicycle and pedestrian <br />improvements in the City's Capital Improvement Program <br />. Policy 18.02--Capital Improvements: Identify capital improvements and other measures that <br />improve the safety of bicyclists, pedestriaJ1S, and motor vehicles on San Leandro streets <br />. Policy 18.05--Funding: Pursue grants for the improvement of pedestrian, bicycle, and motor <br />vehicle safety. Implementing strategy includes the City operating procedures <br />. Goal 23.03 - Bay Trail Missing Links. Work with EBRPD to complete... construction of a <br />bicycle/pedestrian bridge across Oyster Bay Slough <br />
