This action would allow assembly uses (clubs, lodges and religious assemblies) to be <br />conditionally pennitted on the identified properties. This would be in addition to their status as conditionally permitted uses in <br />certain Residential districts. The overlay designation would not affect existing uses, or the list of permitted uses. No physical <br />changes would directly occur with the text and map amendment, and any future assembly uses that may request entitlement, would <br />undergo their own environmental review. The proposed project would not physically divide an established community and would <br />not conflict with the General Plan or Zoning Code. There is no identified habitat conservation plan or natural community <br />conservation plans. No impacts to land use and planning are anticipated. <br />2.
