<br />74 more homes will be able to participate in the program to complete the 200 homes insulated. <br />Before advertising the program to the next CNEL noise contour in the project area, the <br />Committee has asked that the matter be brought back for further discussion at the next meeting. <br /> <br />Committee Member Starosciak suggested that new homes being built in the project area should <br />be built to the same sound reduction levels as the insulation program specifications. Staffwill <br />research that matter and bring it back to the next meeting for a report. <br /> <br />John Manuel had questions regarding the sound transference rating of the windows and attic <br />insulation rating in the program. <br /> <br />Committee Recommendations <br /> <br />None <br /> <br />2. Discussion with Oakland Airport Noise Office Regarding Localizer Beacon at Bayfair <br />Center <br /> <br />Port of Oakland staff responded to a question as to whether or not moving the localizer beacon <br />at Bayfair Center would move flight patterns away from San Leandro neighborhoods. The <br />localizer beacon is "passive" in that it only lets pilots know where they are in relation to the <br />airport's arrival glide slope and distance to the runway. It is not used for navigation and plays <br />no role in directing flight paths. <br /> <br />Mayor Santos asked if installation of the new Instrument Landing System (ILS) on Runway <br />27L would help to direct flights away from neighborhoods. Port staff and City staff agreed to <br />continue to work toward implementing a San Leandro Runway Use Policy once the ILS is <br />installed on 27L. Port staffreported that the ILS installation has been delayed due to project <br />management changes at the FAA. The Committee suggested an update on the installation of <br />the 27L ILS would be a good agenda item for the next joint meeting with the Port's Aviation <br />Committee. <br /> <br />3. Report from North Field and South Field Study Groups and Aviation Stakeholders <br />Advisory Committee <br /> <br />Kathy Ornelas gave a report on the most recent Study Group and Advisory Committee <br />meetings. The North Field Group continues to review data about unusual noise events and <br />Airport Noise Management Office staff continues to follow-up with pilots who are not in <br />compliance with the airport's voluntary noise abatement policies. <br /> <br />At the South Field Group meeting, FedEx announced that the last of the 727-100s would be out <br />of the fleet at Oakland by June of this year. The remaining 727-200s and -300s will be phased <br />out over the next 12-18 months. <br />Port staff continues to work with the Control Tower and Northern California Tracon to get <br />compliance with the Letter of Agreement regarding southeast plan departures on Runway 11 <br />making a right turn toward the Bay when conditions permit.
