Ken asked for the Committee's opinion as to what the building will look like. Staff
would like to have agreement before going forward with detailed design. He also asked
for Committee opinion of the EOC component of the planned project.

Discussion ensued. John J ermanis feels this is the best opportunity to have the EOC at a
building in a good location that is able to accommodate it. Mayor Santos stated that in
the past developers have offered funding through building senior housing at the site and
asked if the City had talked to other developers, and is there an interest.

John Jermanis explained that Eden Township Hospital is in partnership with the City
regarding design. He believes that they would not be interested in senior housing at the
building site, but may be interested in housing on their property. We would have a major
delay if we went back to the hospital to ask for the housing.

Mayor Santos and Committee Members Gregory and Souza expressed concern over talk
of the hospital cut-backs and possible closure. Committee Member Souza does not feel
that adding housing on top of the Senior Center is the right idea, but feels that possibly
having senior housing in a building on site, in the current parking area, is a good idea.
Committee Member Gregory agreed. He feels that, similar to a library, the Senior Center
should be just that.

John Jermanis agreed that, similar to Dublin, free standing buildings are a good idea.
Future housing is a good possibility, but should be away from building. He explained
that the hospital will be an active partner on this senior center project.

Mayor Santos stated that the prime interest should be to keep the hospital open as a full
service hospital. This whole piece does not come together if that is not the case. We
have to do whatever it takes to get that to happen. Committee Member Souza feels that
the building should be stand alone center. Anything else would create friction with the
hospital. A stand alone center is the only way to do the project.

The Committee directed staff to proceed to the next steps which involve preparing
construction drawings for the project representing the presented elevation drawings and
including an EOC component.

3. Discussion Regarding Davis Street / 1-880 Overcrossing Project Study Report

Ken Joseph gave a presentation to provide some background on the project for the new
Committee Members. Ken explained that this is an ACTIA project. Staff has conducted
a variety of traffic studies and determined that the bridge is substandard. It is too low and
has to be raised up 5-8 feet. Raising the bridge will raise the intersection, as well. Phase
2 of the Westgate project has to wait because it would all have to be rebuilt because it
would be too low ifit were to be done now.

Discussion ensued. Mayor Santos feels that access will be an issue with the residents of
Timothy, and the City will need to get them involved. Ken explained that staff is
proposing to Caltrans several significant hurdles and that issue will be addressed.
