The Chairman's <br />duties shall be to call meetings to order, adjourn meetings, announce the business <br />before the Commission in order in which it is to be acted upon, recognize members and <br />non-members entitled to the floor, put to vote all questions moved and seconded, <br />announce results of votes, maintain the rules of order, execute documents on behalf of <br />the Commission when duly approved for action, and carry out other duties as may be <br />set forth in policies and procedures. The Chairman shall be entitled to exercise his full <br />voting rights on all questions before the Commission and need not relinquish the chair <br />to discuss a question before the Commission. <br />(f) Vice-Chairman <br />The Vice-Chairman shall serve as Chairman in the absence of the regularly <br />elected Chairman. In the event both the Chairman and Vice-Chairman are absent from <br />a meeting which otherwise would constitute a quorum and a Chairman pro tem was not <br />designated by the Chairman at the last regular meeting, any member may call the <br />meeting to order and a chairman pro tem may be elected by majority vote to serve until <br />the Chairman or Vice-Chairman is present. <br />(g) Manaaer <br />The Commission shall employ or contract for the services of a manager to <br />coordinate the business and operations of the Authority, prepare, distribute and <br />maintain minutes of Commission meetings and official actions of the Authority, approve <br />payment of amounts authorized in the budget or otherwise authorized by the <br />Commission, and carry out other duties as may be assigned by the Commission. The <br />Manager shall make monthly reports to the Commission and the Treasurer of all <br />expenditures for the preceding month. The Manager shall be responsible for filing <br />notices in accordance with Section 6503.5 and 53051 of the California Government <br />Code. The Manager may be a staff member of one of the Agencies. The Manager or his <br />designated representative shall attend the Commission meetings, report on <br />administrative business, and take direction from the Commission, by appropriate action <br />and authorization of the Commission, for the conduct of business of the Authority. <br /> <br />-10- <br />
