Substantially alter the existing drainage pattern X 2
of the site or area, including through the
alteration of the course of a stream or river, in
a manner which would result in substantial
erosion or siltation on- or off-site?
d. Substantially alter the existing drainage pattern X 2
of the site or area, including through the
alteration of the course of a stream or river, or
substantially increase the rate or amount of
surface runoff in a manner that would result in
flooding on- or off-site?
e. Create or contribute runoff water which would X 2
exceed the capacity of existing or planned
stormwater drainage systems or provide
substantial additional sources of polluted
runoff?
f. Otherwise substantially degrade water quality? X 2
g. Place housing within a 100-year flood hazard X 2
area as mapped on a federal Flood Hazard
Boundary or Flood Insurance Rate Map
(FIRM) or other flood hazard delineation mav?
h. Place within a toO-year flood hazard area X 6
structures that would impede or redirect flood
flows?
1. Expose people or structures to a significant risk X 6
of loss, injury or death involving flooding,
including flooding as a result of the failure of a
levee or dam?
i. Inundation by seiche, tsunami, or mudflow? X 6
k. Exposure of people property to water related X 6
hazards such as tidal waves?
EXPLANATION: The project is to rezone the properties from residential and industrial designations to a commercial designation.
No development is proposed as part this entitlement, and any future development of the sites would undergo separate environmental
review. The sites are improved to a degree with paving and structures covering a portion of the properties, and the sites are relatively
flat. No stream courses are located on any of the properties.
Any future development projects tbat would be facilitated by approval of the rezoning will be required by the City of San Leandro to
prepare Stormwater Pollution Prevention Plans to protect surface water quality during both construction and operational phases of
any future project. Future development may improve the quality of stormwater runoff from the sites, since additional landscaping
would be provided on the sites under the City of San Leandro Zoning Code. Each future project on any of the sites must also include
Best Management Practices (BMPs), as required by the Alameda County Clean Water Program to minimize surface water pollution.
The project sites are located within Flood Zone X on the Flood Insurance Rate Map (FIRM). Therefore, potential flooding impacts
are anticipated to be less than significant. The site is several miles inland from the San Francisco Bay shore. Hence, the potential for
inundation due to tsunami andlor seiche is considered rernot~.
S. AIR QUALITY .
