Impair implementation of or physically <br />interfere with an adopted emergency response X 2 <br />plan or emergency evacuation plan? <br />h, Expose people or structures to a significant risk <br />of loss, injury or death involving wildland X 2, 6 <br />fires, including where wildlands are adjacent to <br />urbanized areas or where residences are <br />intermixed with wildlands? <br />EXPLANATION: The project is to rezone the properties from residential and industrial designations to a commercial designation, <br />No development is proposed as part this entitlement, and any future development of the sites would undergo separate environmental <br />review. <br /> <br />A records check and a preliminary screening was prepared for the five properties comprising the project site, by the Environmental <br />Services Division of the City of San Leandro's Public Works Department. Internal City records indicate that surface soils <br />contamination are a potential on the 2411 Washington Avenue site, due to its previous use as a paint company (Intercoastal Paint) <br />which was abandoned after a large fire in 1962, <br /> <br />One record of an open case in the San Francisco Bay Regional Water Quality Control Board (RWQCB, Region 2) was found for the <br />parcel at 2411 Washington Avenue. It appears to be associated with the pump and treat system instal1ed on this site for treatment of <br />the DW A-Singer Freiden plume (located to the east of the 1'ite.) Based on the DW A-Singer Freiden plume, there is a potential for <br />this site to be impacted by solvents found in the DW A-Sing(~r Freiden plume. The DW A-Singer Freiden plume has been certified by <br />DTSC with an Operations and Maintenance plan. <br /> <br />Due to these pre-existing conditions, hazardous materials could be a potential1y significant impact and the fol1owing measure is <br />ecommended to mitigate this impact to a less-than-significant level: <br /> <br />Mitigation # 1: Prior to development of any future uses on the 2411 Washington A venue site, a Phase I Environmental Site <br />Assessment shall be performed by a licensed professional to identify historic sources of soil or groundwater contamination. <br />If recommended by the Phase I analysis, a Phase II analysis shall be performed and all recommendations of the Phase II <br />analysis shall be implemented. Recommendations regarding further contamination characterization, and clean up shall be <br />completed and a closure letter issued by the appropriate authority prior to any residential construction on these sites. <br /> <br />Since many of the structures on the five sites are older (1970's and earlier), there is a potential for the presence of both lead-based <br />paint (taken off the market in 1978) and asbestos, which was commonly used as a building material. If any of the existing structures <br />on any of the four sites are to be demolished to al10w construction of new structures under the project, the following mitigation <br />measure shall apply: <br /> <br />Mitigation #2: Prior to any demolition, renovation or removal of structures on any of the project sites: <br /> <br />a) An asbestos survey of existing structures shall be performed consistent with National Emissions Standards for <br />Hazardous Air Pollution guidelines. If warranted, a remediation plan to remove asbestos shall be prepared and <br />implemented. Said plan shall be consistent with applicable Fremont Fire Department standards, Bay Area Air <br />Quality Management District requirement and Cal-OSHA standards. Necessary permits shall be obtained from al1 <br />applicable regulatory agencies <br />b) A lead based paint survey shal1 be conducted, If lead-based paint is encountered, the requirements as outlined in <br />Cal OSHA Lead in Construction Standard, Title 8, CCR Section 1532.1 (or succeeding regulation) shall be <br />followed. <br /> <br />None of the four properties are located near public or private airports, airfields or airstrips. <br /> <br />;ince all of the sites are located on private property, any future construction facilitated as a result of this project would not block <br />I emergency evacuation routes. <br /> <br />Cherry Street Rezone - Initial Study Checklist <br />PLN2006-00075 <br /> <br />8 <br /> <br />February 2, 2007 <br />
