<br />there is no comment on the proposed rezone as this does not involve a specific development <br />proposal. <br /> <br />Staff believes this proposal provides better consistency between the General Plan and the Zoning <br />Map and will provide for the potential to develop these properties with commercial or residential <br />uses that will be in harmony with the neighborhood context of existing residential and <br />commercial development. <br /> <br />DRAFT ORDINANCE <br /> <br />The proposed rezone and Zoning Map amendment would amend the Zoning Map to the CC <br />Community Commercial designation for the subject properties. The attached graphic shows the <br />subject properties with the existing zoning and the proposed zoning to CC Community <br />Commercial. <br /> <br />ENVIRONMENTAL ANALYSIS <br /> <br />The proposed rezone and Zoning Map amendment underwent environmental analysis, for which <br />an Initial Study Checklist and Negative Declaration were prepared, in order to meet the <br />requirements of the California Environmental Quality Act (CEQA). The mandated 20-day public <br />review period established for the Negative Declaration is February 2 - February 22, 2007. As of <br />the writing of this report, no comments on the environmental document have been received. <br /> <br />PUBLIC OUTREACH <br /> <br />Legal requirements for notification of this meeting included posting of the meeting agenda at <br />City Hall a minimum of 72 hours in advance of the meeting date. In addition, a legal ad was <br />placed in the Daily Review and notices for the hearing were sent to all businesses and property <br />owners within a 300-foot radius of the five sites. Notices were posted on the properties and on <br />telephone poles or light poles within the 300-foot radius. As of the writing of this report, two <br />comments were received by phone by residents of Cherry Street that expressed concern over the <br />possible future proposal for an auto repair business on the comer of Cherry Street and Hudson <br />Lane. <br /> <br />The proposal to rezone the properties was !,resented to the City Council Business Development <br />Sub-Committee and the Joint Redevelopment Area Advisory Committee and received general <br />support as a means to increase the range of potential commercial and residential uses for the <br />properties. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends that the Planning Commission review the proposed rezone and Zoning Map <br />amendment of the subject properties to CC Commercial Community and the associated <br />environmental documentation, and forward a recommendation of approval for the amendments <br />and adoption of the Negative Declaration, to the City Council.
