<br />storage uses are located to the rear of the office building and are shielded by a solid 8- <br />foot tall wall. <br /> <br />2. The buildint!s have adequate articulation, with appropriate window placement, use <br />of detailing and/or changes in building planes to provide visual interest. The <br />exterior materials, finishes, detailing and colors are compatible with those of <br />surrounding structures. Visually incompatible elements, such as roof mounted <br />utilities, are fully screened from public view. <br /> <br />The proposed architecture contains visual elements that provide interest, and are intended <br />to be similar in look to the existing buildings in the industrial park. Staff has <br />recommended enhancements to the architecture of the office building to include more <br />details on the exterior materials and to have materials and a color scheme that matches or <br />is similar in look to those utilized in the other buildings in the park. All roof-mounted <br />equipment has been conditioned to be screened. <br /> <br />3. The landscapint! complements the architectural design, with an appropriate balance <br />of trees, shrubs and living ground covers, and provides adequate screening and <br />shading of parking lots and/or driveways. <br /> <br />Details on type, size and location of proposed tree and plant species have been submitted <br />as part of the Site Plan Review submittal. The landscaping provided on the plan is a <br />variety of accent trees and shrubs, but no groundcover or turf is indicated. The western <br />boundary has been "bermed up" with accent trees planted on top. Landscaping proposed <br />along the street and cul-de-sac frontages are adequate and in keeping with the general <br />landscape plan approved with the original Planned Development for the industrial park. <br />Staff-recommended conditions of approval call for the inclusion of groundcover/turf <br />areas, and to landscape around half ofthe cul-de-sac bulb. <br /> <br />4. Detail features, such as signs, fences and lighting for buildings, parking lots and/or <br />driveways are visually consistent with the architectural and landscape design, and <br />minimize off-site glare. <br /> <br />Proposed signage will be approved as part of a required sign permit to be submitted prior <br />to issuance of building permits. Lighting has been conditioned to minimize off-site glare. <br />Plans for the solid wall and decorative iron gates have been conditioned for submittal and <br />review prior to issuance of building permits. <br /> <br />California Environmental Quality Act Catet!orical Exemption Findint!s <br /> <br />This project is categorically exempt from environmental review under the California <br />Environmental Quality Act pursuant to Article 19, Section 15332 of the State CEQA <br />Guidelines as an in-fill development project. The project is consistent with the General <br />Plan; occurs within city limits on a site of no more than five acres substantially <br />surrounded by urban uses; the site has not value as habitat for endangered, rare or <br />threatened species; and approval of the project would not result in any significant effects <br />relating to traffic, noise, air quality, or water quality; and the site is adequately served by <br />all required utilities and public services. <br /> <br />Recommended Findings of Fact <br />PLN2006-00 10 1 <br /> <br />February 22, 2007 <br />Page 3 of3 <br />
