<br />National Construction Rentals; PLN2006-001 01 <br /> <br />3 <br /> <br />April 2, 2007 <br /> <br />City Council Committee Review and Action <br />On February 8, 2007 this item was presented to the Business Development Subcommittee. <br />There were concerns expressed specifically about the portable toilet use. At the time, staff <br />had received incorrect information indicating that the portables returned to the site full. <br />Subsequent to the meeting, it was clarified that pumper trucks visit the portables in the field, <br />and that the pumper truck returns to the site and discharges in the evening. Minutes from <br />this meeting are attached. <br /> <br />Applicable General Plan Policv <br />Conditionally permitted outdoor storage uses at this location would achieve the following <br />General Plan goals/policies: <br /> <br />Action 7. 09-C - Support reuse of the Hohener property with an industrial or officelflex use <br />that enhances the economic base of the City, creates quality jobs, minimizes impacts on <br />nearby neighborhoods, and is compatible with the uses on adjacent properties. <br /> <br />Implementation - As proposed, the use would be compatible with existing uses in the <br />vicinity and would not result in impacts on nearby residential neighborhoods. <br /> <br />Policy 12.03 - Promote opportunities for San Leandro residents to find suitable <br />employment within the community. Explore ways to better match new job opportunities with <br />the skills and needs of San Leandro residents. <br /> <br />Implementation - The applicant has indicated that this project will employ 90 people in two <br />shifts. <br /> <br />Policy 19.06 - Encourage local employers to develop programs that promote rides haring, <br />bicycle use, and other modes of transportation that reduce the number of vehicle trips <br />generated. <br /> <br />Implementation - When the subdivision was approved, conditions were placed on it <br />requiring the installation of bicycle racks on each building pad; limiting uses to those that <br />didn't adversely impact traffic in the area; and encouraging future tenants to provide <br />information on alternative modes of transportation (such as the LINKS shuttle) to their <br />employees. <br /> <br />Permits and/or Variances Granted <br />Not applicable <br /> <br />Environmental Review <br />This item is categorically exempt from the California Environmental Quality Act (CEQA) <br />per CEQA Guidelines, Article 19, Section 15332 as an in-fill development project. <br /> <br />Code Compliance Review <br />Not applicable <br />
