<br />IV. MITIGATION OF ENVIRONMENTAL IMPACTS <br /> <br />A. All mitigation measures indicated in the Mitigated Negative Declaration shall be <br />included and are hereby incorporated as Conditions of Approval. (They are listed <br />below as letters B. through Z.). Said mitigation measures are also listed in the <br />Mitigation Monitoring Plan and the Developer shall comply with and implement <br />all provisions of said Mitigation Monitoring Plan. <br /> <br />B. Prior to issuance of a grading permit, the Applicants shall submit a Grading Plan <br />accompanied by Soils Engineering and Engineering Geology Reports, in accordance <br />with requirements of the City of San Leandro Municipal Code Title Vll, Chapter 12. . <br />All recommendations included in the Treadwell & Rollo reports shall be included in <br />the Grading Plan, to be reviewed and approved by the City Engineer. <br /> <br />C. All recommendations found in the Treadwell & Rollo report shall become <br />conditions of approval for the proposed project and shall be so indicated on plans <br />submitted for building plan check, to be reviewed and approved by the Chief <br />Building Official. <br /> <br />D. Prior to issuance of a grading permit, a site-specific and drainage area hydrology <br />study for the site shall be prepared, which at a minimum analyzes the potential <br />impacts of the proposed project with regards to water quality, groundwater use and <br />degradation, affect on existing drainage patterns, the potential for increased run-off, <br />the impacts to the development from local tidal action, and the potential for flooding <br />upstream of the site. The hydrology studies shall be submitted to the City Engineer <br />for review and approval. <br /> <br />E. Prior to issuance of the grading permit, an erosion control plan shall be developed <br />for the site in order to minimize any erosion that may occur during grading with <br />specific attention paid to precluding impacts to the jurisdictional wetlands. <br />Protection measures may include implementing silt fencing, hay bales, and/or sand <br />bags. The erosion control plan shall be submitted to the City Engineer, Regional <br />Water Quality Control Board, Alameda County Flood Control District, the Army <br />Corps of Engineers, and the California Department ofFish and Game (the latter two <br />agencies for review of potential impacts to the jurisdictional wetlands) for review <br />and approval. <br /> <br />F. fu accordance with the requirements of the National Pollutant Discharge <br />Elimination System (NPDES) permit, the Applicant shall file a Notice of Intent <br />(NOI) with the Regional Water Quality Control Board (RWQCB) advising that the <br />project is under consideration for construction. The Applicant shall submit proof of <br />approval from the R WQCB to the City Engineer prior to issuance of grading <br />permits.
