<br />At the present time, approximately 180 hotel rooms in the City are subject to the City's transient <br />occupancy tax. <br /> <br />Licenses and Permits <br /> <br />The California Government Code and State Constitution give cities the authority to <br />assess certain license and permit fees as a means of recovering the cost of regulating various <br />activities. Several of the largest of these other general fund <br />revenue sources are described below. The table following the text provides a five-year history <br />of the City's revenues from the described revenue sources. <br /> <br />Motor Vehicle License Fees (VLF). The City receives a portion of Department of Motor <br />Vehicles fees collected statewide and other payments in-lieu of taxes. In 1998, these fees were <br />significantly reduced by State legislation. The legislation includes provisions to make transfers <br />from the State's General Fund to replace these reduced revenues to localities. The City <br />expects future receipts of these fees to be affected by the State's current financial problems. <br />See "LIMITATIONS ON TAX REVENUES - State Budgets." <br /> <br />Beginning fiscal year 2004-05, property tax reflects the permanent reduction of the VLF <br />from 2% to 0.65% by the State, and its replacement revenue to the City with a like amount of <br />property tax, which grows at the rate of property assessed valuation growth. See 2005-06 State <br />Budget. <br /> <br />Fines & Forfeitures. The California Vehicle Code and the San Leandro Municipal <br />Code mandate. and/or allow for the imposition of civil penalties for parking violations. These <br />penalties are collected by the City. Fines assessed for moving violations of the California <br />Vehicle Code and non-parking violations of the San Leandro Municipal Code are collected by <br />the County of Alameda and partially remitted to the City. <br /> <br />Charges for Services. Service charges or fees are imposed on the user for a service <br />provided by the City under the rationale that benefiting parties should pay for the cost of that <br />service rather than the general public. Examples of such services include various recreation, <br />planning & building, and public safety fees. <br /> <br />-26- <br />
