The City Council held a public hearing on March 5, 2007 to receive initial
public input on the Draft Annual Action Plan and to begin the 30-daycomment from March 14
through April 16. One public comment was made at the March 5, 2007 hearing about the Brown
Act and Roberts Rules of Order. The City Manager and City Attorney responded that the City is
in compliance with both procedures. The Draft Action Plan was available for public review and
comment at City Hall (City Clerk's office and Housing Services Division), the Main Library and
the City website during the 30-day period. Also, City staff made a presentation about the
proposed Action Plan to the Human Services Commission on March 28, 2007. The Final Action
Plan will be approved at a City Council public hearing on April 16, 2007.

GEOGRAPHIC DISTRIBUTION

Most of the activities in the Action Plan meet the needs of the entire City. The income structure
of the City is fairly diverse, with few low-income census tract areas. Potential sites that could
possibly accommodate affordable housing and homeless facilities are identified in the City's
Housing Element. The three Redevelopment Project Areas within San Leandro are the Plaza,
Joint Area and West San Leandro-MacArthur Boulevard.

Draft Action Plan - FY2007-08
City of San Leandro
Page 7
