Increased public interest and support for creative solutions to homelessness, excitement <br />about and involvement in regional efforts, and willingness to support the creation of a new <br />local or regional revenue stream. <br /> <br />The first year of the fifteen-year plan focuses on initiating the fonnation of long-tenn coordinated <br />leadership and laying the groundwork for the work outlined above. The second year will focus on <br />increasing the funding and prevention efforts through discharge planning. For more detailed <br />infonnation please refer to the Alameda County EveryOne Home Plan at www.everyonehome.org. <br /> <br />Local Support of EveryOne Home Plan <br /> <br />The City of San Leandro was the first jurisdiction in the HOME Technical Advisory Consortium <br />(HOMETAC) to adopt Alameda County'sEveryOne Home Plan. After months of work by the <br />Human Services Commission (HSC), a local homeless service provider, and City/County staff, <br />and input from community-based organizations, stakeholders and the police, HSC unanimously <br />approved the EveryOne Home Plan on July 26, 2006. After special presentations about the Plan <br />and at the recommendation of HSC and City staff, the City Council adopted the EveryOne Home <br />Plan on November 20, 2006. <br /> <br />Staff reports and presentations provided an overview of homelessness in the City, summarizing <br />infonnation about the number and types of homeless persons and families and available services. <br />The City is currently drafting its own Homeless Plan to align with the major goals of the <br />County's EveryOne Home Plan, although objectives will vary according to the City's needs. The <br />City will obtain community input from key stakeholders before finalizing its Homeless Plan. <br />Also, City staff continue to be active in the implementation of the EveryOne Home Plan by <br />participating on two different subcommittees to achieve specific goals of the Plan. <br /> <br />The City of San Leandro supports homeless and special needs service providers with CDBG and <br />General Funds. During FY 2007-08, the City will help fund operating costs for programs that <br />provide homeless services. Over the years, the City has continued to support agencies such as <br />the San Leandro Shelter for Women and Children (for homeless and victims of domestic abuse) <br />and Davis Street Family Resource Center (a community social service center) to provide such <br />homeless services. The City will also continue to support services that help prevent homelessness <br />such as landlord/tenant counseling and fair housing services through CDBG funds and the Rental <br />Assistance Program (which offers security deposit or delinquent rental payment assistance to <br />eligible households with hardship issues) funded by the General Fund. The City will also support <br />the implementation of the EveryOne Home Plan by providing funds for County staff expenses <br />associated with the Plan. <br /> <br />OTHER PROGRAMS <br />To implement its housing and community development goals, the City will continue to seek out <br />funding opportunities generated from federal, State and local sources as well as public and <br />private sources. <br /> <br />Draft Action Plan -FY2007-08 <br />City of San Leandro <br />Page J J <br />
