<br />PART V. MONITORING STANDARDS AND <br />PROCEDURES <br /> <br />The City developed and implemented written CDBG and HOME monitoring procedures during <br />FY 2003-04. The procedures include a monitoring check sheet, an outline of the steps in the <br />monitoring process, guidance on providing technical assistance, regular (e.g. quarterly) reporting <br />requirements and coordinating on-site monitoring visits. On-site visits are scheduled for CDBG <br />subrecipients whom staff identify as having or likely to have serious problems. If CDBG <br />subrecipients have been monitored in the past and continue to operate successfully in compliance <br />with HUD requirements, staff does not need to conduct on-site visits. Instead, staff will monitor <br />through file evaluation (e.g. quarterly reports, application). New quarterly report forms were <br />developed for FY 2006-07 to make this process more efficient for the CDBG grantee and <br />subrecipients. <br /> <br />The City has incorporated HUD's new performance measurement system to include standardized <br />objectives, outcome measures, and indicators into this Action Plan where feasible. When <br />available, staff will participate in any IDIS or other training that HUD provides and continue to <br />keep abreast of updated information about this new performance measurement system. <br /> <br />Draft Action Plan - FY2007-08 <br />City of San Leandro <br />Page 16 <br />
