FY 2007-08 Consolidated Action Plan

5

April 16, 2007

ATTACHMENT B

PUBLIC COMMENT ON DRAFT FY2007-08 ACTION PLAN

The City of San Leandro received a public comment at its March 5, 2007 City Council hearing

regarding the draft FY07-08 Action Plan. Lou Filipovich, a San Leandro resident, addressed the

City Council, commenting on the level of public participation on the Annual Action Plan. Mr.

Filipovich expressed concern regarding the Council's adherence to Roberts Rules of Order and the

Brown Act. He expressed opposition to having CDBG funds transferred into the City's General

Fund.

Mayor Santos indicated that the City Council is very open to participation by all citizens in all

aspects of City government. He asked the City Attorney and City Manager to comment on

statements made by Mr. Filipovich. City Attorney Jane Williams commented on the City Council's

compliance with Roberts Rules of Order, the Ralph M. Brown Act and the Council's own rules of

procedures. City Manager Jermanis commented on the federal limits imposed on the use of CDBG

funding, necessitating the shift of the Recreation Link program from CDBG funds to General

Funds. He noted that no CDBG funds are going into the General Fund; rather, General Funds are

being made available to fill gaps in CDBG funding.
