<br />DRAFT MINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 2, 2007 <br /> <br />Jermanis indicated that the owners have been contacted, and they are supportive of the <br />applicant and the proposed use. <br /> <br />The Hearing was then opened to the public. <br /> <br />Bo Johansen, San Leandro resident, addressed the City Council, commenting that the <br />proposed use is inconsistent with that of other adjacent businesses and that the stacked <br />containers would create a "visual effect." Mr. Johansen expressed concern regarding <br />the amount of truck traffic that would be generated by the business. He commented that <br />there must be a better use for the property, and that the proposal is not what was <br />envisioned. <br /> <br />John Manuel, San Leandro resident, addressed the City Council, commenting that <br />there needs to be better notification to the homeowners associations and more <br />community involvement on these types of issues. Mr. Manuel expressed concern <br />regarding modifying the conditions of approval that were established in the past. He <br />stated that he would like to see the City Council devote a work session to studying the <br />truck traffic issue. Mr. Manuel commented that National made a concerted effort to <br />communicate with the residents. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that <br />the City of San Leandro is not represented by homeowners associations. Mr. Filipovich <br />commented that he believed the proposal is inappropriate for the area. He wondered <br />whether the company's drivers are represented by the Teamsters. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Vice Mayor Grant commented that what is being proposed is not what was envisioned <br />five years ago when the original plan was unveiled. She commented on the reasons the <br />original vision did not come to fruition. Vice Mayor Grant commented that National's <br />business would work well with the existing uses. She expressed appreciation for the <br />applicant's comments regarding rerouting truck traffic to 98th Avenue, and for the <br />aesthetic improvements to the building exterior. Vice Mayor Grant stated that she <br />would like to ensure that the exterior of the building matches the adjacent buildings and <br />that the outdoor storage is completely screened. Vice Mayor Grant inquired about the <br />large Mechanics Building. She asked whether it would be open and, if so, if it would <br />generate noise between 3:00 p.m. and 10:30 p.m., pointing out its proximity to <br />residential areas. Under the Permitted Use section of the Recommended Conditions of <br />Approval, Vice Mayor Grant asked about the storage of hazardous materials and <br />parking of vehicles. <br /> <br />Ms. Pollart commented that the Conditions of Approval state that materials cannot be <br />stacked higher than eight feet with the exception of the containers, which would be <br />stored in the northeast comer and could be stacked two high or 16 feet total. She stated <br />that she believed the Mechanics Building would be open bays where the pumper trucks <br />would be discharged and maintenance of vehicles would be performed. Ms. Pollart <br />
