CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis responded to the comments made by Mr. Edward and Dr. Kearney, <br />noting that while not outwardly blighted, the home is not in keeping with the neighborhood. <br />He reported that staff is looking into additional measures for strengthening the Community <br />Preservation Ordinance. Mr. Jermanis noted the difficulty in addressing the issue of <br />aesthetics and the difficulty in applying the rules consistently. Mr. Jermanis indicated that <br />staffwill return to the Council with some ideas for consideration. <br /> <br />Regarding Mr. Johansen's comment, Mr. Jermanis indicated that he will personally send Mr. <br />Johansen an accounting of the assessment district for Walnut Drive. <br /> <br />Mr. Jermanis commented on remarks made by Mr. Filipovich, noting that the rules for public <br />speakers are procedural matters which were determined by the City Council Rules and <br />Communications Committee. Mr. Jermanis commented that this issue has been raised <br />repeatedly by Mr. Filipovich. <br /> <br />City Attorney Williams commented that the speaker card issue is addressed frequently due to <br />comments made by Mr. Filipovich. Ms. Williams pointed out that the rules are listed both on <br />the agenda and on the speaker card, and cards are accepted until the end of the staff <br />presentation for each item. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br /> <br />No amendment to Consent Calendar. <br /> <br />8. CONSENT CALENDAR <br /> <br />Consent Calendar items are considered for approval by the City Council with one single <br />action. As described above in Item 7, Amendment of Consent Calendar, the City Council <br />may remove items from the Consent Calendar for purposes of presentation or discussion. <br />Members of the public who have requested to address the Council regarding items remaining <br />on the Consent Calendar may do so for up to 3 minutes per item with a maximum of 5 <br />minutes for all items. Items listed on the Consent Calendar are deemed to have been read by <br />title. <br /> <br />The items on the Consent Calendar were approved by the following vote: <br />
