City Manager Jermanis added that it is likely that the City will be responsible for partial
investment.

The Committee discussed issues of concern such as: improvements to Marina Boulevard,
preference for a "flag" hotel, need for more hotel rooms to support a larger golf tournament,
the City's agreement with American Golf Corporation, the benefit of a harbor and the
possibility that another attractive view would serve same purpose, the need to ensure that
whoever opens a hotel or restaurant can sustain themselves during hard times. The Mayor
stated his view that it is important to continue to clarify that the City is not discussing closure
of the marina, but instead evaluating whether the City can afford to continue harbor operations.

4. Public Comments

Diana Gentry, CEO of the Chamber of Commerce again thanked the Committee for opening
the process. She shared that the Chamber Marina Task Force held a public meeting at the
Spinaker Yacht Club on March 28, 2007 and approximately 60 people attended. She stated
that the task force will continue to seek community input.

Jeff Houston from Citizens for Alameda's Last Marshlands and past chair of the Northern
Chapter of the Sierra Club, shared his belief that Measure D rezoned the Roberts Landing
Area and it is not possible to develop the dredge spoils site as it is already mitigation. He
continued to explain that the 100 acres of wetlands must be maintained in perpetuity as
wetlands.

5. Committee Member Comments: None

Councilmember ProIa shared his preference for ownership residential development, such as
townhomes or condominiums, east of Neptune Drive, as compared to apartments. He also
shared his concern that development at the dredge spoils site may lead to litigation.

Councilmember Starosciak agreed that for sale residential development would be preferable
to rental development. She also questioned what upgrades to Marina Boulevard might look
like.

Mayor Santos stated his belief that residents on Marina Boulevard will object to any
development at the Shoreline Area. He also assured the Committee that the dredge spoils site
is not included in the Roberts Landing Area.

6. Adjourn: The meeting adjourned at 10:55 a.m.

G:\DEPT\Committees\Marina Committee\4-1 0-07\4-1 0-07 Marina HigWights.doc
3
