<br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2007-059 <br /> <br />(3115) <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE <br />A LETTER OF INTENT TO SUPPORT THE FORMATION <br />OF THE EAST BAY REGIONAL COMMUNICATIONS SYSTEM <br /> <br />WHEREAS, in the wake of radio interoperability failures associated with September 11 th and <br />Hurricane Katrina, there is regional interest in creating a radio system that will allow all of the <br />jurisdictions in the East Bay to communicate during emergencies; and <br /> <br />WHEREAS, it is believed that such a system would improve unified response, provide for a <br />centralized management of resources, reduce duplication, provide the opportunity for "economies of <br />scale" to be achieved, cost containment; as well as, the retention oflocal control; and <br /> <br />WHEREAS, it has been proposed that an East Bay Regional Communications System <br />(EBRCS) Joint Powers Authority be formed that will, in turn, purchase, install and oversee a new <br />comprehensive radio system that will serve jurisdictions in Alameda County and Contra Costa <br />County; and <br /> <br />WHEREAS, the City of San Leandro ("City") supports the development of, and is interested <br />in participating in, a two county regional communications system governed by a JP A that will oversee <br />the financial, technical, and operational elements ofthe EBRCS; and <br /> <br />WHEREAS, the City is requested to execute a Letter of Intent to support the formation of the <br />EBRCS; commit to providing technical support to working committees that will work on the technical <br />specifications, and operational implementation of the system; and contribute $100 per radio as a good <br />faith sign of its intent to participate; and <br /> <br />WHEREAS, said Letter of Intent to support the formation of the EBRCS, a copy of which is <br />attached hereto, has been presented to the City Council. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOL VB as <br />follows: <br /> <br />That the execution of the Letter of Intent by the City Manager, or his designee, is hereby <br />authorized. <br /> <br />Introduced by Councilmember Stephens and passed and adopted this 16th day of April, 2007, <br />by the following called vote: <br /> <br />Members of the Council: <br />
