<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 2, 2007 <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Souza commented that she may have a conflict of interest because her <br />employer, Converters West, does business with the applicant. City Attorney Jayne <br />Williams suggested that it would be best if Councilmember Souza recused herself. <br />Councilmember Souza recused herself and left the Chamber. <br /> <br />Vice Mayor Grant expressed concern about the desired business use adjacent to a <br />residential area, and she stated that the property owner needs to be aware that the <br />rezoning of the property does not necessarily grant permission for the desired use. <br /> <br />Councilmember Gregory commented that he has met with the neighbors on this matter. <br />He stated that he did not believe the proposed action would be detrimental to the <br />neighborhood. <br /> <br />. Minute Order No. 2007-044, Motion Adopting the Negative Declaration and <br />Declaring It as Complete and in Compliance with California Environmental <br />Quality Act (CEQA) Requirements Related to Rezone and Zoning Map <br />Amendment to Rezone One Property that Is Zoned RD and Four Properties that <br />Are Zoned II.., to a Commercial Zoning District, CC Commercial Community, to <br />Be Consistent with the Properties' General Plan Designation in the Land Use <br />Element of Corridor Mixed Use. No physical changes to the properties are <br />proposed as part of this entitlement. The properties are located between the west <br />side of W ashington Avenue and the east side of San Leandro Boulevard and are <br />comprised of five separate parcels: 2385, 2395 and 2411 Washington Avenue; <br />2392 and "no address" Cherry Street; Assessor's Parcel Numbers 75-84-5, 75-84- <br />6, 75-84-7, 75-84-8; and 75-84-19-04; W. and K. Boswell (Applicant); 1. <br />Montero, J. Silva, and M. and H. Senna (Property Owners).
