<br />Landscape/Open Space <br /> <br />A preliminary landscape plan shows flowering accent trees and shrubs plants along the site edges <br />and planting within the patio areas. For the two attached townhomes on Herma Court, a standard <br />condition with recent approvals has been for at least one 24-inch box tree species per unit in the <br />front yards. <br /> <br />As a result of negotiations with the neighbors on Herma Court, across the street from the <br />project's north driveway, additional landscaping has been discussed to provide screen trees and a <br />trellis on the edge of the surface parking stalls near the Herma Court driveway. These additional <br />landscape elements are designed to mitigate the effect of glare from cars leaving the site. Final <br />landscape details for the the screen trees and shrubs will be subject to the sight distance <br />restrictions established by the Engineering Department's Standard Plans and the City's Zoning <br />Code whereby any fences, walls or shrubs cannot exceed three feet in height adjacent to <br />driveways and within the front setback and will be subject to the review and approval of the <br />Community Development Director. <br /> <br />Noise <br /> <br />A noise report was submitted by the applicant and is attached to this report. The existing noise <br />exposures at the site are due primarily to traffic sources on MacArthur Boulevard and the <br />elevated 1-580 freeway. Based upon data presented in the report, the noise exposures at the site <br />range from 70 to 73 decibels (dB), which is within the range of what are "conditionally <br />acceptable" standards for residential development, as identified in the City of San Leandro Noise <br />Element. To achieve compliance with the City's Noise Element "normally acceptable" standard <br />of 60 dB DNL, the development will be analyzed in the building permit stage and will include <br />measures recommended in the Noise Study, such as dual-paned windows, sound rated doors and <br />wall insulation as required in the State of California Title 24 and the Uniform Building Code. <br />Screening vegetation proposed for outdoor areas were noted to be adequate to provide acoustic <br />shielding in reducing noise levels to the acceptable levels <br /> <br />Inclusionary Housing <br /> <br />As proposed, the project is in compliance with the City's Inclusionary (Affordable Housing) <br />Ordinance where 15% of the units (equates to three unit) must be set aside for low/moderate <br />income households. The project proposes to provide three affordable housing, shown on the site <br />plan as C2 Units. Details on the actual rental or sales rate would be negotiated with the Housing <br />Services Division. The units would reflect the intent of the ordinance where the affordable unit is <br />architecturally integrated in with the market rate ones. The affordable unit comprises 75% of the <br />floor area of the market rate units and has similar living amenities as those units. <br /> <br />General Plan Conformance <br /> <br />The General Plan Land Use Map designates the subject property as Corridor Mixed Use and Low <br />Density Residential.
