All on-site storm drains must be cleaned or inspected and, if necessary, <br />cleaned at least once a year immediately prior to the rainy season. <br />Additional cleaning may be required by the City Engineer. <br /> <br />RR. Roof drains shall discharge to an unpaved area wherever practicable. <br /> <br />SS. During construction the following high standards for sanitation are required: <br />Garbage cans, construction dumpsters, and debris piles shall be removed on <br />a minimum weekly basis. All food related trash items such as wrappers, <br />cans, bottles, and food scraps shall be disposed of in closed containers only <br />and shall be regularly removed from the site. Inspections, conducted as part <br />of the regular construction compliance, will be conducted to ensure <br />compliance of the Applicant and contractors with this requirement. <br /> <br />XI. GENERAL CONDITIONS <br /> <br />A. Prior to approval of the Final Map, a lighting plan (photometric study) and <br />specific exterior lighting details regarding location, candle power, and <br />light levels shall be reviewed and approved by the City Engineer. The <br />street lighting shall be a decorative pole and fixture. Details and <br />specifications of said decorative street lighting shall be submitted to the <br />Community Development Director and City Engineer for review and <br />approval. <br /> <br />B. All street lighting shall an energy conserving light and shall be designed <br />and located so as not to interfere with traffic on adjacent streets and so as <br />not to shine on adjacent properties, details subject to the approval of the <br />City Engineer. <br /> <br />C. Prior to issuance of building permits for the project, all applicable School <br />Impact Fees shall be paid. <br /> <br />D. Prior to approval of the Final Map, 10 copies ofthe proposed Conditions, <br />Covenants and Restrictions (CC&R's) shall be submitted for the review <br />and approval of the City Attorney, City Engineer and the Community <br />Development Director. The CC&R's shall specify the responsibilities of <br />the homeowners and the homeowner's association (HOA) with respect to <br />maintenance of easements, driveways, walkways, landscaped setbacks, <br />common areas, perimeter walls and fencing. The CC&R's shall also <br />specify the review authority of the HOA or prohibitions for private <br />improvements such as detached accessory structures, additions, and any <br />significant exterior changes to the homes. The CC&R's shall include <br />provisions that the semi-private front patio areas can be furnished with <br />plants and patio furniture, however the CC&Rs shall prohibit umbrellas, <br />outdoor storage and prohibit a cluttered appearance of the front patio <br /> <br />PLN2006-00 1 04 <br />Recommended Conditions of Approval <br /> <br />Page 13 of 16 <br />May 7, 2007 <br />
