If <br />they were the only things to consider, this issue would be a no-brainer. But what it comes back to <br />is what he calls a "spot zone," where you put something in there just because. As he sees it, this <br />is not good planning. Even though he feels empathy and sympathy for arguments made in favor <br />of the rezone, he is reluctant to stray from good planning policy. <br /> <br />Commissioner Abero observed that extensive work and a lot of analysis went into creating the <br />General Plan, which targeted the area in question as a business park. She questions the wisdom <br />of putting a nonconforming use in the middle of a specifically designated area. <br /> <br />Acting ChairNice Chair Reed echoed the thought that that this is a tough decision. He agreed <br />that a lot of people worked long and hard on updating the General Plan, examining all the aspects <br />and viewing it as a complete package rather than a piecemeal or shot-in-the-dark approach to <br />planning. Considerable time and input also went into creating the AU Overlay District, to <br />accommodate the needs for assembly uses throughout the City. He is sympathetic to the church's <br />position, but said that it is appropriate to support the staff recommendation for denial. He <br />requested a motion. <br /> <br />Acting ChairNice Chair Reed then invited Commissioners to discuss the proposal.
