Presentation on Alameda and Contra Costa Counties Interoperability Plan for an East <br />Bay Regional Communication System (provides information on a proposal to create a <br />regional joint powers authority to fund a shared radio communications system for all <br />public safety agencies within both counties). <br /> <br />Police Chief Dale Attarian provided information to the Council on the need for a shared <br />communication system between public safety agencies in order to achieve effective <br />response to regional emergencies. The proposed interoperability plan would link all the <br />agencies in Alameda and Contra Costa counties together with a common radio system. <br /> <br />Former Alameda County Fire Chief Bill McCammon gave a PowerPoint presentation <br />describing the interoperability plan to create the East Bay Regional Communication <br />System (EBRCS) Joint Powers Authority, which would establish a comprehensive radio <br />system to serve Alameda and Contra Costa counties. Mr. McCammon commented on <br />the advantages, including the cost savings, which would be realized from a regional <br />system. <br /> <br />Councilmember Stephens asked how educational entities would be involved in the plan. <br />Mr. McCammon indicated that the system would be open to all public agencies, <br />including special districts, and he mentioned some of the agencies that have already <br />expressed interest in participating in the system. <br /> <br />Councilmember Starosciak commented that San Leandro public safety already has <br />communications interoperability with the County, and she asked how the proposed <br />system differs from the one San Leandro currently has. Mr. McCammon indicated that <br />this plan would expand the interoperability to include other local agencies in both <br />Alameda and Contra Costa counties, which currently use radio systems incompatible <br />with San Leandro's. Mr. McCammon noted that the City's current radio system is also <br />reaching the end of its useful life, and there would be savings if the system was replaced <br />on a two-county scale. <br /> <br />Councilmember Starosciak asked how much the system would cost San Leandro. Mr. <br />Jermanis noted that the two-county system is estimated to cost $50 million, and the cost <br />
