<br />DRAFT MINUTES Page 8 <br />City of San Leandro City Council, San Leandro Public Financing Authority, and San Leandro Redevelopment Agency <br />Joint Meeting-April 16, 2007 <br /> <br />for San Leandro would be allocated based on the number of radios (378) the City has. <br />As part of the approval of the Letter of Intent, the City would make an initial <br />contribution of $1 00 per radio, or $37,800. <br /> <br />Councilmember Starosciak asked about staffing for the JP A. Mr. McCammon <br />commented that, based on other similar JP As, it would probably need an executive <br />director and a clerical support person, and it would need to be staffed as long as the JP A <br />is in existence. <br /> <br />Councilmember Starosciak asked how the City's initial monetary contribution would be <br />used. Mr. McCammon indicated that the JP A Board of Directors would determine how <br />the funds would be expended. The two counties have discussed hiring an engineering <br />firm to represent the JP A in the implementation of the project. <br /> <br />Mr. McCammon described how the City would retain control over the system through <br />its selection of talk groups. Councilmember Starosciak asked how the City could retain <br />local control of the funding for the system. Mr. McCammon indicated that the JP A <br />Board of Directors would set the subscriber fee based on the number of radios operated <br />on the system. Mr. Jermanis added that the City would be examining this number, and <br />may consider adding Public Works to the communication system. <br /> <br />Councilmember Starosciak asked about the viability of cellular phones for emergency <br />communication. Mr. McCammon indicated that cell phone coverage cannot be relied <br />upon for public safety purposes, and he noted that there will be coverage requirements <br />established for the new radio system. <br /> <br />Councilmember Starosciak expressed concern that the City may commit to a system for <br />which the cost is unknown. She commented that she would like to discuss the matter <br />further, possibly through the Finance Committee. <br /> <br />Mr. Jermanis commented that the City Managers discussed this issue at length and came <br />to the realization that a joint project makes the most sense, and federal grant funding <br />would cover the majority of the cost. He noted that the Letter of Intent does not commit <br />the City beyond the $100 per radio initial contribution, and he anticipates that the rest of <br />the cities in Alameda County will be joining this effort. <br /> <br />Vice Mayor Grant asked if the County is looking at the trends in communication <br />systems to ensure it is considering the best available technology. Mr. McCammon <br />noted that while the infrastructure will be Motorola-based, the radios could be <br />purchased from a number of manufacturers, and the system will be designed to <br />transition to the next level of technology when it becomes available. <br /> <br />Vice Mayor Grant inquired about funding for the system. Mr. McCammon commented <br />on the available grant funding. He noted that at some point debt will need to be issued <br />to complete the system, and all jurisdictions would participate.
