CITY OF SAN LEANDRO STAFF REPORT APPROVED AND FORWARDED TO CITY COUNCIL DATE: April 23, 2007 TO: John Jermanis, City Manager FROM: Steve Hollister, Assistant City Manager Kathy Ornelas, Community Relations Representative Y BY: SUBJECT PROJECT/PROJECT DESCRIPTION: ORDINANCE AMENDING SECTION 6-1-430 (C) OF CHAPTER 6-1, TITLE 6 OF THE SAN LEANDRO MUNICIPAL CODE RELATING TO NON-MOTORIZED VEHICLES SUMMARY AND RECOMMENDATION It is recommended Title 6, Chapter 6-1 of the San Leandro Municipal Code be amended to restrict parking of non-motorized vehicles on any street. This is a clean-up ordinance regarding action taken by the City Council in February 2007. BACKGROUND Analvsis In February 2007, the City Council adopted amendments to San Leandro Municipal Code section 6-1-430 (c). This action inadvertently repealed existing restrictions on the parking of non- motorized vehicles on all streets in San Leandro and placed restrictions on residential streets only. The intent of the ordinance was to prohibit the parking of non-motorized vehicles on any street at any time of the day or night. Exceptions were made for non-motorized vehicles owned by the City and travel trailers where owners have obtained temporary 72-hour parking permits for the trailers. ~ 6-1-430 (c) has been redrafted to prohibit parking of non-motorized vehicles on any City street. Current City Council Policv Title 6, Chapter 6-1 of the San Leandro Municipal Code Previous City Council Action(s) In recent months, the City Council has made amendments to other Municipal Code sections in order to provide the Police Department with greater enforcement ability for community preservation matters.
