<br />At that meeting, a representative of the property owner speaking on their behalf, acknowledged <br />the objectives of the East 14th Street South Area Development Strategy and stated that they <br />would like to eventually improve the property with a preferred use consistent with the strategy. <br />In the interim period, however, the ownership indicated that they would like to have the used car <br />business operate on the property. The temporary improvements and a landscape plan were <br />promised to the City Council. <br /> <br />The City Council did not find the proposal objectionable as an interim use. It was noted that the <br />used car sales would make the property a productive, revenue generating site versus a non- <br />productive site if it were left vacant. The City Council reversed the decision of the BZA and <br />approved the Conditional Use Permit subject to the requirement that the property owner enter <br />into an OP A and that the used car sales not exceed a period of five years. The property owner <br />subsequently executed the attached OP A. <br /> <br />Current Redevelopment Agency Policy <br /> <br />. Chapter 2.08, Section 010 - Owner and Tenant Participation - The City of San <br />Leandro Joint Redevelopment Project Area Plan - "...the agency shall extend a <br />reasonable opportunity to the present owners in the project area, to participate in the <br />redevelopment of the project area if they otherwise meet the requirements prescribed by <br />this plan and the rules governing participation promulgated by the agency". <br /> <br />Previous Redevelopment Agency Action(s) <br />N/A <br /> <br />City CouncillRedevelopment Agency Committee Review and Action <br />N/A <br /> <br />Applicable General Plan Policy <br />While the proposed used car sales does not further the goals of the East 14th Street South Area <br />Development Strategy, restricting the use permit to five years limits the long-term impact. <br />Moreover, with the proposed site and landscape improvements the interim use would comply <br />with the General Plan; and with the anticipated development which will occur on the site as a <br />result of the OP A, the long-term use would comply with the General Plan. Therefore, the <br />following General Plan policies are relevant to this project: <br /> <br />General Plan Policy 44.05 - STREET BEAUTIFICATION <br />Upgrade the City's commercial corridors by building upon their existing strengths and improving <br />their aesthetic qualities. The City should implement programs to underground utilities, abate <br />weeds and graffiti, eliminate litter, improve buffers to adjacent residential uses, control excessive <br />signage, and provide streetscape amenities and landscaping along the corridors. <br /> <br />General Plan Policy 8.09 - EAST 14TH STREET <br />Facilitate the transformation of East 14th Street from an unbroken commercial "strip" into a <br />series of distinct mixed use neighborhood centers, each with a unique design identity and mix of <br />uses.
