<br />Bay Trail Slough Bridge Agreement <br /> <br />2 <br /> <br />May 7, 2007 <br /> <br />This project is identified in the City's Bikeway Plan as a high priority and is regional in its <br />significance. It is ranked as the number one priority in the ACCMA's Countywide Bicycle Plan. <br />It is also identified in several other regional planning documents, such as the MTC Regional <br />Bicycle Plan, the East Bay Regional Park District's (EBRPD) Master Plan, and the Association <br />of Bay Area Government's (ABAG) Bay Trail Plan. <br /> <br />The City of San Leandro is aggressively pursuing additional funding sources in order to close the <br />remaining funding gap for this project. The early phases of the project, including design and <br />environmental clearance, are fully funded by other grant funding sources. The design is <br />completed and the environmental documents are nearing approval. <br /> <br />Current City Council Policy <br /> <br />Not Applicable <br /> <br />Previous City Council Action(s) <br /> <br />. On November 3, 2003 by Resolution No. 2003-222, the City Council authorized the City <br />Manager to apply for an ACTIA Measure B Bicycle and Pedestrian Countywide <br />Discretionary Grant for the Bay Trail Slough Bridge in the amount of $600,000 <br />. On April 18, 2005 by Resolution No. 2005-047, the City Council authorized the City <br />Manager to apply for a Land and Water Conservation Fund Grant in an amount not to exceed <br />$280,000 to assist in funding construction of the Bay Trail Slough Bridge Project, Project <br />No. 144-36-012 <br /> <br />City Council Committee Review and Action <br /> <br />Not Applicable <br /> <br />Applicable General Plan Policy <br /> <br />. Goal 14 Bicycle and Pedestrian Circulation: Promote and accommodate alternative, <br />environmentally-friendly methods of transportation, such as walking and bicycling <br />. Policy 14.01--Citywide Bikeway System: Develop and maintain a citywide bikeway system <br />that effectively serves residential areas, employment centers, schools, parks, and multi-modal <br />terminals <br />. Action 14.01B--Capital Improvement Scheduling: Maintain a schedule of capital <br />improvement priorities in the City's Bikeway Plan, and update this schedule as projects are <br />completed and additional funds become available. Capital projects should be developed in <br />accordance with the design standards and priorities identified in the Plan <br />. Policy 14.02--Funding: Aggressively pursue state and federal funding for bicycle and <br />pedestrian improvements, while also including funding for bicycle and pedestrian <br />improvements in the City's Capital Improvement Program <br />. Policy 18.02--Capital Improvements: Identify capital improvements and other measures that <br />improve the safety of bicyclists, pedestrians, and motor vehicles on San Leandro streets <br />.
