A TMS Upgrade Grand Application

2

May 7,2007

. Provide motorists with the real time traffic information, such as roadway congestion,
roadway construction, and video images of traffic flow
. Enhance staffs ability to adjust signal timing more efficiently, allowing use of traffic
responsive and/or traffic adaptive control methodologies

To achieve the aforementioned functionality, the project will upgrade the equipment both at the
TOC and in the field. The upgrade of the TOC will include server computers, workstation
computers, fiber to Ethernet transceivers, and Ethernet switches. The equipment upgrade at the
Public Works Department will consist of workstation computers and fiber to Ethernet
transceivers. The field equipment upgrade may include traffic controllers, Ethernet switches,
fiber to Ethernet transceivers, NTCIP communication modules, and video encoders. Other
ancillary equipment may be required to provide a fully functional system. .

The project will upgrade equipment at up to 42 intersections along with the City's
communication room and the traffic control consoles in the Engineering and Transportation
Department and the Public Works Department.

The system will also provide real time traffic information through the East Bay SMART
Corridors Program to better inform motorists of roadway conditions. Consequently, traffic
congestion and delays will be minimized, and motorists will be better informed if congestion
occurs.

Current City Council Policy

Not Applicable

Previous City Council Action(s)

Not Applicable

City Council Committee Review and Action

Not Applicable

Applicable General Plan Policy

.
