References <br /> <br />Selection Process <br /> <br />During the review of submitted materials and interview, the committee paid particular attention <br />to the qualifications and pertinent experience of the contractor. <br /> <br />On December 21,2005, the selection committee consisting of representatives of the City, and the <br />consultant, C.Kell-Smith & Associates, determined that G.E. Chen Construction, Inc. was the <br />lowest responsible and qualified bidder. The committee recommends that the City enter into a <br />contract with G.E.
